SENIOR DATABASE ANALYST

DEPARTMENT OF HOUSING

Starting Salary: $85,764.00

This position is open to the public and all current City employees covered under the City’s collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, works with Department of Housing (DOH) departmental teams to streamline and improve business process with technology, system-wide coordination and organizational managements. Maintains database systems and assists in implementing new data and business process technologies, and performs related duties as required.

ESSENTIAL DUTIES

  • Assesses the business process of DOH programs, determines what improvements can be made, and brings online the needed data infrastructure to serve program administration and evaluation, centralize reporting and reduce instances of duplicate and triple entry
  • Creates and executes a strategy to enhance the data quality and reliability of departmental program data collection by ensuring data quality best practices are consistently applied and staff have the capacity to maintain and utilize program data to guide decision-making
  • Supports departmental data equity strategy in aligning database systems, data collection practices, and data quality maintenance with departmental mission, vision, and values as well as the DOH evaluation framework
  • Develops best practices for program delivery, storing relevant documentation and improving internal workflow
  • Evaluates employee needs, internal workflows, and business processes
  • Oversees detailed business analysis and process reengineering projects
  • Carry out data capacity building trainings, identifying external training opportunities for staff as needed. May train entry-level staff in database techniques
  • Supports program staff in improving the accessibility, equity, and ease of use of their public-facing online intake forms, applications, and related systems
  • Reviews designs of new database systems of limited to moderate complexity to ensure efficient performance and data integrity
  • Monitors and evaluates the use and performance of existing database systems to ensure maximum utilization of disk space and modifies access paths and reconfigures as required
  • Resolves operational problems between databases and operating systems
  • Designs and ensures the appropriateness of backup and recovery techniques and security architectures to protect systems and data against disk-level failures and unauthorized access
  • Documents business process, workflows, data definitions, procedures, and standards
  • Assists in performing database administration functions
  • Designs, codes, tests, debugs, and documents computer programs
  • Maintains security and updates procedures for the Data Dictionary, as required

Qualifications


MINIMUM QUALIFICATIONS

  • Five (5) years of work experience maintaining and designing integrated database systems; OR
  • An Associate’s degree from an accredited college or university in Computer Sciences, Information Technology/Systems, or a directly related field, plus three (3) years of work experience maintaining and designing integrated database systems; OR
  • A Bachelor’s, Master’s, or Doctorate degree from an accredited college or university in Computer Sciences, Information Technology/Systems, or a directly related field, plus one (1) year of work experience maintaining and designing integrated database systems;

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

  • Knowledge of user-centered design concepts applied to technology products in public-sector or non-profit contexts
  • Experience creating process improvements alongside launching new technology systems
  • Knowledge of business functions, workflows, and processes including detailed knowledge of workflow and process control software
