Job Description

Analyzes problems, develops specifications, and writes and tests programs; installs, configures, and tests new applications; and troubleshoots problems with existing applications and takes corrective action, including reprogramming applications.

Essential Duties:

Writes programs to provide requested information to appropriate personnel as needed/required, including analyzing problems, assessing resources needed, determining schedule, developing program specifications, implementing solutions, and coding and testing programs; Installs, configures, and tests new applications; Troubleshoots problems with existing applications and takes corrective action, including reprogramming applications; Supports various county departments, including assisting with data, program, and user problems; Performs database maintenance, back-ups and restores, and recovers files as needed; Provides training and support to county personnel on new and existing applications; Prepares user and programming documentation; Provides telephone support to county employees, including answering hardware and software questions; Attends meetings and seminars as necessary; Prepares memos and status reports of ongoing projects; Maintains up-to-date knowledge of computer hardware and software, and May be on-call and some overtime and/or weekend/holiday work may be required

Education

Required:

Bachelor’s degree in Computer Science, or a related field, or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

PC hardware and software; UNIX operating systems; database design, development and management; computer programming; user interface design and development; Object Oriented Analysis and Design; JAVA; hardware and software testing; standard office procedures. Operate standard word processing, spreadsheet, and database software; analyze data and develop solutions, including writing and testing programs; communicate effectively, both orally and in writing; maintain composure when dealing with irate employees, and establish and maintain effective working relationships with county employees, vendors, contractors, and consultants. Ability to provide creative solutions to hard problems. Continuous learning leading to continuous improvement in skill set and job performance.
